According to the Minhang District Fire and Rescue Bureau on July 1st, one month after the implementation of the Shanghai Non motorized Vehicle Safety Management Regulations, three departments in Minhang jointly issued an initiative to encourage units to accelerate the construction of centralized parking and charging places for
Electric Bicycles and promote "fully charged home".
Starting from June 1st, the new "Shanghai Non
Motor Vehicle Safety Management Regulations" came into effect, which clearly stipulate the areas for parking, placing, and charging Electric Bicycles and
Lithium Battery . The full text of the proposal is as follows——
All government agencies, enterprises and institutions in the entire region:
Electric Bicycles have become an important means of transportation for citizens' daily travel, but difficulties in parking, charging, and fire accidents are also very prominent. To alleviate the practical difficulties of daily charging of Electric Bicycles in residential areas and reduce the occurrence of fire accidents, we propose:
1、 Accelerate the construction of parking spaces. According to relevant safety technical standards and tailored measures, accelerate the construction of centralized parking and charging facilities for Electric Bicycles by construction units, and synchronously install corresponding charging and fire-fighting facilities to effectively solve the practical needs of "having access to charging".
2、 Advocate for the 'Full Electric Home' initiative. Based on reality, reasonable charging fees for employees' Electric Bicycles should be collected, or special subsidies should be implemented, striving to achieve the same price for charging indoors and outdoors, encouraging the provision of free charging services, and effectively addressing the inherent demand for "willingness to charge".
3、 Carry out safety publicity and education. Carry out safety publicity, educate employees to purchase regular Electric Bicycles and batteries, eliminate modification, installation, assembly, and illegal parking and charging behaviors, and achieve the goal of "no parking in the hallway, no entry of vehicles, no entry of Lithium Battery , and different rooms for people and electricity", effectively solving the problem of "safe charging" awareness.
All government agencies, enterprises, institutions, and their trade unions in the entire region should earnestly practice the development concept of "putting people first and life first", actively respond to the work initiative of "returning home with full power and safety", work together to create a good safety ecology in the field of
Electric Bike use in the entire region with "qualified products, compliant venues, legal behavior, and reasonable electricity prices"!
